為因應極端氣候日益加劇與全球災害型態的多樣與複合化,國立成功大學於2016年設立「防災教育中心」,作為推動災害防救科技教育與國際合作交流的重要平台。中心隸屬於水利及海洋工程學系,現由主任王筱雯教授及副主任賴悅仁副教授領導,致力於整合學術研究、教育訓練與技術推廣,強化臺灣在防減災領域的國際能見度與貢獻。
防災教育中心的設立,延續本校自1996年成立「防災研究中心」以來累積的豐富研究成果與實務經驗,融合學術與現場應用,並與國內外多個重要防減災及水資源機構建立了穩定且長期的合作夥伴關係。國際合作對象涵蓋美國、義大利、日本、荷蘭、馬來西亞、印尼等國,並已與日本筑波大學、京都大學防災研究所、荷蘭Deltares、台夫特理工大學(TU Delft)、馬來西亞理工大學(UTM)及印尼日惹大學(UGM)等單位簽署合作協定。
中心以「推動防災教育、拓展國際合作」為核心理念,積極開設短期訓練課程、舉辦防災工作坊及論壇,並邀請來自東南亞等國的政府官員、專家學者與年輕研究人員來臺參與教育訓練與經驗交流。此外,中心亦參與政府推動的新南向政策,與逢甲大學及臺灣大學等校共同執行區域研究與合作推廣計畫,進一步深化臺灣與東南亞國家的防災合作基礎。
展望未來,國立成功大學防災教育中心將持續強化與荷蘭、日本等國的技術連結,並透過亞洲防災訓練平台(Asia-Pacific Disaster Training Platform)的架構,推動以雲端模擬為基礎的教學工具與案例訓練,進一步將臺灣豐富的防減災經驗,轉化為可輸出的知識資產,協助區域內夥伴國提升防災韌性,共同面對日益嚴峻的全球災害挑戰。
In response to the growing threat of extreme weather events and increasingly complex disaster scenarios, National Cheng Kung University (NCKU) established the Disaster Prevention Education Center (DPEC) in 2016. As a key platform for disaster risk reduction education and international collaboration, the center operates under the Department of Hydraulic and Ocean Engineering, currently led by Director Prof. Hsiao-Wen Wang and Deputy Director Prof. Steven Yueh Jen Lai.
Building on decades of research and practice since the founding of NCKU’s Disaster Prevention Research Center in 1996, DPEC integrates academic research, professional training, and knowledge dissemination. The center has cultivated enduring partnerships with institutions in the United States, Italy, Japan, the Netherlands, Malaysia, and Indonesia, with formal agreements signed with leading organizations such as the Disaster Prevention Research Institute at Kyoto University, Tsukuba University, Deltares, TU Delft, University Teknologi Malaysia (UTM), and Universitas Gadjah Mada (UGM).
With a mission to “advance disaster education and expand international cooperation,” DPEC actively organizes short-term training programs, workshops, and forums, hosting government officials, experts, and young researchers from Southeast Asia and beyond. Aligned with Taiwan’s New Southbound Policy, the center also collaborates with domestic partners such as Feng Chia University and National Taiwan University on regional studies and outreach initiatives.
Looking ahead, DPEC aims to strengthen ties with key international partners and promote innovative tools such as cloud-based disaster simulation and case-based learning through the Asia-Pacific Disaster Training Platform. By transforming Taiwan’s extensive disaster management expertise into transferable knowledge assets, DPEC seeks to enhance resilience across the region in the face of global disaster challenges.
By organizing short-term courses and workshops, the center facilitates knowledge exchange and strengthens technical cooperation among global experts and scholars. Domestically, DPEC actively participates in various disaster prevention training programs, such as drafting and revising regional disaster response plans, establishing certification systems for disaster prevention professionals, and promoting resilient communities. The center also collaborates with local governments to strengthen the disaster response capabilities of township offices and enhance public awareness and education on disaster risk reduction. Internationally, DPEC works closely with global alliances to advance education in disaster risk management and climate change adaptation.
Looking ahead, DPEC will continue to collaborate with global partners to address climate change challenges, advance disaster prevention and management efforts worldwide, and contribute to a safer, more resilient future for all.
